What Is the Vape Vending Machine Ban?
From 29 October 2026, a new rule under the Tobacco and Vapes Act 2026 makes it illegal to sell vaping products, tobacco products or nicotine products such as pouches and strips through a vending machine anywhere in England, Wales, Scotland or Northern Ireland. The ban covers coin operated and card or app controlled machines alike, wherever they have traditionally been installed, including workplaces, pubs, clubs, garages and laundrettes.
It is a separate change from two others Ecosmok has already covered this year: the disposable vape ban that took effect in mid-2025, and the Vaping Products Duty and duty stamp scheme that begins on 1 October 2026, which we explain in our duty stamps guide. This article focuses on what changes about where you can buy, not how much you pay.

Why the Ban Is Happening
The vending machine ban is one part of a wider effort to reduce how easily children and teenagers can get hold of vapes.
Vending machines have long sat outside the face to face age checks that a shop till or an online checkout can apply, and the government's own figures show why that matters: roughly one million 11 to 17 year olds in Great Britain said they had tried vaping in 2025. Announcing the wider crackdown in July 2026, Exchequer Secretary James Murray said the government wanted a healthier future for the next generation and needed to act to reduce the appeal of addictive vapes to children. Removing vending machines as a sales route, alongside the plain packaging and flavour naming changes proposed in a separate consultation, sits within that same effort.
The Concern
Coin or card operated machines have never applied the same consistent age checks as a staffed till or a verified online checkout, making them an easier route for underage sales.
The Response
Rather than regulate individual machines, the government has removed the sales channel entirely from 29 October 2026, with one narrow exemption covered below.

Who Must Comply, and the Penalties
Responsibility for the ban falls on whoever runs the premises, not necessarily whoever owns the machine.
Under the ban, it is the person with management or control of the premises, for example a pub landlord, an employer or a shop owner, who is responsible for making sure no vending machine on site sells tobacco, vaping or nicotine products from 29 October 2026 onward. If that person does not also own the machine, the obligation can still fall on them rather than on the machine's operator.
Trading standards teams in England, Wales and Scotland, and local councils in Northern Ireland, are responsible for enforcement. Penalties on summary conviction go up to £2,500 in England, Wales and Scotland, and up to £5,000 in Northern Ireland, with fixed penalty notices also available in Scotland and proposed for Northern Ireland. The only exemption in the current guidance is for vaping product vending machines inside areas of adult mental health inpatient facilities that are intended mainly for inpatients.
What This Means for You
If a vending machine has been part of your routine, the change is straightforward to plan around.
From 29 October 2026, that option disappears everywhere except the narrow mental health inpatient exemption above, so it is worth having an alternative in place before the date arrives rather than after. A licensed vape shop, a supermarket or convenience store till, or an online retailer that carries out its own age verification are all still legal routes to buy, and none of them are affected by the vending machine ban itself.
