UK Vaping Duty Stamps Explained: What Changes From 1 October 2026

A new duty and a stamp scheme arrive for vaping products this autumn. Here is what the stamps look like, the full timeline, and what it actually means for you as a shopper.

What Is the Vaping Products Duty?

From 1 October 2026, a new excise duty called the Vaping Products Duty applies to vaping liquids made in or brought into the UK. It is charged at a flat rate of £2.20 per 10ml, on top of standard VAT, and it applies to every vaping liquid regardless of nicotine strength, including zero nicotine shortfills. We broke down exactly what this means for the price of individual products in our guide to the 2026 vape tax rise, so this article looks at something that guide did not cover in detail: the physical and digital stamps that now have to appear on vaping product packaging, and what they actually mean for you when you are buying.

In short: from 1 October 2026, legitimately sold vaping liquids in the UK carry an official duty stamp on the packaging. It shows the correct duty has been accounted for and that the product has passed through a properly regulated supply chain, rather than the illicit market.

What a Vaping Duty Stamp Looks Like

The stamps are small, at 18mm by 42mm, but they carry several built in security features so they are not easy to copy or move between products.

Physical Stamp

Supplied as a pre glued reel or as a separate stamp fixed on afterward. Current guidance requires it to sit on the outer retail packaging in a spot where opening the pack damages the box or the stamp itself, which stops it being peeled off and reused elsewhere.

Digital Stamp

Available alongside physical stamps from 1 September 2026. It adds a scannable code that supports authentication and lets HM Revenue and Customs trace a product through the supply chain, in addition to the stamp's physical security markings.

Every stamp that is applied has to be logged against details including the manufacturer, the product's brand, flavour and volume, and its nicotine content, so each pack effectively gets its own small paper trail once it leaves the production line.

The Full Timeline

The change is being phased in over roughly eighteen months rather than switched on overnight. These are the key dates confirmed by HM Revenue and Customs.

1 April 2026

Approvals Open

Businesses can apply to HMRC for approval to manufacture, import or hold vaping products under duty suspension.

1 September 2026

Digital Stamps Available

Digital stamps become available for businesses to start using alongside physical stamps.

1 October 2026

Duty & Scheme Start

The Vaping Products Duty becomes payable and the Duty Stamps Scheme officially begins.

30 Nov – 31 Dec 2026

Physical Stamps Phase Out

Businesses can buy transitional physical stamps until 30 November, with a final cut off for affixing them by 31 December 2026.

Digital Only

From this date, only digital stamps can be applied to new vaping product packaging.

Full Compliance Deadline

Every vaping product sold in the UK outside of duty suspension must carry a valid stamp from this date onward.

Why It Matters for Shoppers

It would be easy to assume this scheme is purely a tax administration exercise between HMRC and vape businesses, but there is a genuine consumer angle too.

A valid duty stamp is a fairly quick sign that a product has gone through a properly regulated route to your local shop or your online basket, rather than arriving through the illicit market. Products sold without the correct approvals or stamps sidestep more than just the new duty. They often bypass the wider safety and notification rules that legitimate UK retailers already have to meet, including the nicotine strength limits and ingredient reporting set out under the Tobacco and Related Products Regulations.

Buying from a retailer that stocks products with the correct stamps in place, once the scheme is fully up and running, is one of the simpler ways to reduce the chance of ending up with an e-liquid that has not been through the checks UK regulation is there to enforce.

What's Taxed and What Isn't

The duty and the stamps that go with it only apply to the liquid itself, not the hardware you vape it with. Here is the split at a glance.

What About Vapes You Already Own?

Nothing. The obligations under the Vaping Duty Stamps Scheme sit with manufacturers, importers, wholesalers and retailers, not with individual customers.

If you already own e-liquid bought before October 2026, there is no requirement to do anything differently with it, and no need to check it for a stamp retrospectively. The change you will actually notice as a shopper is a new stamp appearing somewhere on the packaging of new stock over the coming months, moving from physical stamps toward digital only stamps from January 2027 onward, with retailers able to work through existing unstamped stock until 31 March 2027.
